The Department of Science and Technology (DOST), IdeaSpace, J.P. Morgan and the Department of Trade and Industry (DTI) have opened the QBO (pronounced as “kubo”) Innovation Hub at DTI International, Makati City, Metro Manila's business centre, in order to “develop a globally competitive” Philippine tech startup ecosystem.
The name QBO, derived from kubo - which means traditional hut - is the Philippine version of an ICT startup birthplace, which is used as a cultural spinoff term for the American residential garage, which was the usual birthplace of many great US ICT startups.

QBO was created by IdeaSpace. It wants to help Philippine tech startups and entrepreneurs transform their innovations into multi-million dollar businesses. IdeaSpace has already helped around 52 Philippine tech startups and 150 Filipino founders since its early beginnings in 2012.

QBO help cultivate “technopreneurs” or "Filotechpreneurs" who are into technology innovation and app developments, just to name two areas of the huge ICT industry. Agnes Perpetua Legaspi of the DTI Export Marketing Bureau, in an interview with the Philippine Star said that the days when Filipino startup businesses are usually into basket weaving are gone.

The Philippines is considered a global superpower in the area of Business Process Outsourcing (BPO). It has good standards of ICT education with a large pool of very talented individuals excellent in English language. The Philippines should continue to develop this 'golden egg' industry by encouraging more foreign investment and ideas. The DTI and DOST, along with private enterprise have come up with a great government and private partnership to create the seeds of what could become one of the world's great "Silicon Valleys".
